Fee and DCC warning
If an ATM or card machine at HND offers to charge you in your home currency, decline and choose JPY. That offer is Dynamic Currency Conversion: the machine sets its own exchange rate, usually a few percent worse than your card network's. Check the operator fee on screen before you confirm, and cancel if it is high.

Tokyo Haneda Airport (HND) ATMs and Currency Exchange: Japan Airport Money Guide
This guide lists every ATM and currency exchange point we could confirm at Tokyo Haneda Airport, sorted by terminal and by which side of security it sits on. Use the finder above to filter by terminal. Below, you will find how to get Japanese yen (JPY) at the lowest cost, whether you are landing in Tokyo or only passing through HND on a connection, and which screens and counters to say no to.
Most international flights use Terminal 3. Seven Bank and Japan Post Bank ATMs, the most reliable for foreign cards, are on the 2F arrival lobby. Japan Airport Terminal runs 24-hour exchange counters on 2F arrivals and 3F departures, and Travelex and Shinhan Bank have counters airside.
Terminal financial overview
Haneda has three passenger terminals. Terminal 3 handles most international flights, Terminal 2 serves ANA (including some international flights) and Terminal 1 serves JAL's domestic network. Terminal 3 has the most money services: six bank brands of ATM and four exchange operators.
In Terminal 3, Japan Airport Terminal Foreign Currency Exchange runs 24-hour counters on the 2F arrival lobby and the 3F departure lobby. After security, Shinhan Bank Japan is open 24 hours and Travelex from 05:30 to 01:30. Haneda notes that even 24-hour counters close briefly overnight for maintenance.
Across 3 terminals, this page lists 9 ATM locations (1 airside, 8 landside) and 9 exchange counter, kiosk or machines (2 airside, 7 landside). ATM brands include Seven Bank, Japan Post Bank, MUFG Bank, SMBC, Resona Bank, Mizuho Bank. Terminal 3 (international) has the widest choice.
- Terminal 3 (international): Most international flights. 7 ATM locations, 5 exchange points.
- Terminal 2: ANA domestic flights and some ANA international flights. 0 ATM locations, 2 exchange points.
- Terminal 1: JAL group domestic flights. 2 ATM locations, 2 exchange points.
Inside vs. outside security strategy
Arriving at Terminal 3, head for the Seven Bank or Japan Post Bank ATMs on the 2F arrival lobby. They are the most dependable for foreign cards in Japan. The MUFG, SMBC, Mizuho and Resona machines upstairs may not take every overseas card, and several pause for maintenance on certain weekends.
Departing, the 3F departure lobby counter buys back yen before security. After security, the Shinhan and Travelex counters let you compare two quotes, and the Pocket Change machine on 2F turns leftover foreign coins into e-money or gift codes.
As a rule at HND: withdraw JPY from a bank ATM landside when you arrive, buy only small amounts at a counter, and sell leftover yen back before security when you leave. Airside counters exist for convenience, not value, and once you are through passport control you cannot walk back out to compare.
| Option | Typical cost | Best for |
|---|---|---|
| Pay by card in JPY | Lowest with a no-foreign-fee card | Transport, shops, food |
| Bank ATM, landside arrivals | Low: your bank’s fee plus any on-screen operator fee | A cash float on arrival |
| Airside ATM | Low to medium, same rules | Connections, last-minute cash |
| Pre-ordered currency | Medium: better than the walk-up rate | Larger amounts, planned trips |
| Japan Airport Terminal Foreign Currency Exchange walk-up counter | Highest: margin built into the rate | Small top-ups, selling leftovers |
Avoiding Dynamic Currency Conversion (DCC) markups
Dynamic Currency Conversion is the offer to charge a foreign card in its home currency instead of JPY. It looks helpful because you see a familiar number, but the ATM or shop sets the exchange rate, and it is usually several percent worse than the rate Visa or Mastercard would apply. Airports are where most travellers meet it first.
Japanese ATMs that accept foreign cards may ask whether you want the withdrawal converted into your home currency. Choose yen. If you accept the conversion, the ATM operator sets the rate instead of your card network, and the difference is usually several percent.
- At an ATM, when the screen asks to convert or offers a "guaranteed rate", choose decline or without conversion.
- At a card terminal, if asked "JPY or your currency?", pick JPY. If staff choose for you, ask them to redo it.
- Read the operator fee on the ATM screen before you confirm. If it is high, cancel and try another bank's machine.
- Check your receipt: a printed exchange rate or the word "DCC" means a conversion was applied.
Local cash vs. card tips for Tokyo
Japan still uses more cash than most rich countries, although cards are now widely accepted in Tokyo. Trains and buses work with an IC card such as Suica or PASMO, which you can load with cash at station machines or add to a phone wallet. Small restaurants, temples and rural shops are the places most likely to need cash, so carry some yen.
Before you fly, check two things with your bank: the foreign transaction fee on card payments and the fee for overseas ATM withdrawals. A card that waives both makes paying in JPY the cheapest way to spend in Japan. Tell your bank you are travelling if it still asks, carry a backup card from a different network, and keep the airport counter for small top-ups only.
Prices and operators at airports change. We checked this page against the official Haneda and operator listings on 20 October 2026; confirm hours on the airport's own map on the day you travel.
